Community Safety Alert: Halloween Trick-or-Treat Safety for Niagara County Families

By James Carr, Ourturn Records News. Community safety alert for families in Niagara Falls and Lockport. Halloween is one week away, and before your children head out to trick-or-treat, check the official New York State sex offender registry for your neighborhood. A Niagara County listing compiled from NY Division of Criminal Justice Services (DCJS) public registry data names six Level 2 and Level 3 registrants in our area: in Niagara Falls — Timothy Sisler (Level 3), Sammy Hodges (Level 3), Dante Romond Dickey (Level 2); in Lockport — James Wainman (Level 3), Russell J. Bennett (Level 2), William D. Graham (Level 3). Ourturn Records urges families: do not send children to trick-or-treat at the residences of registered offenders, keep children with an adult, and stick to homes you know. For exact addresses, search the official registry at criminaljustice.ny.gov/nsor — the listing gives city and ZIP only, not street addresses. This information is public registry data and must not be used...

Ourturn Records News Morning Update — Friday, October 23, 2026

By James Carr, Ourturn Records News Good morning. This is James Carr with your Ourturn Records News morning update. In Niagara Falls, a $25 million student housing project called University Gateway is coming to two historic buildings on Main Street — including the 1908 L.S. Silberberg Building. Developers plan 33 to 35 student apartments with up to 102 beds, and hope to break ground in April. In Buffalo, the Niagara Power Transformer company broke ground Thursday on a more than $71 million expansion near the Buffalo airport — a project supporting power grid modernization. A federal judge in western New York struck down the state's ban on civilians buying bulletproof vests Wednesday, ruling it violates the Second Amendment. The judge stayed the order for 14 days to allow an appeal — so the ban stays enforceable for now. And a reminder: early voting in Niagara County begins tomorrow, Saturday, October 24th, 9 a.m. to 5 p.m. — including the Amtrak train station in Niagara Falls. Tomor...

Federal Judge Strikes Down New York's Ban on Civilian Body Armor Sales

By James Carr, Ourturn Records News WESTERN NEW YORK — A federal judge in western New York has struck down New York's ban on the sale and purchase of bulletproof vests by civilians, ruling it unconstitutional. U.S. District Judge John L. Sinatra Jr. issued the 47-page decision Wednesday, finding that body armor is protected under the Second Amendment and that the state failed to show a historical justification for its restrictions. The judge granted a permanent injunction against the challenged provisions — but stayed the order for 14 days to allow the state to appeal, so the ban remains enforceable for now. New York is the only state that prohibits civilian purchase of body armor outside a list of authorized professions. The 2022 law was part of a legislative package passed after the May 2022 mass shooting at a Buffalo supermarket that killed 10 people. Source: WGRZ, Oct 22, 2026.

$25 Million "University Gateway" Student Housing Project Coming to Main Street in Niagara Falls

By James Carr, Ourturn Records News NIAGARA FALLS — A $25 million student housing project is coming to Main Street. Developers Abe Bose and Sandy Marks of Niagara Development Partners have agreed to purchase and redevelop two former commercial buildings at 2010-18 Main Street, including the three-story building constructed in 1908 as the L.S. Silberberg Building. The 38,000-square-foot complex would be combined and renovated into 33 to 35 student apartments with as many as 102 beds. Bose said the project will include amenities like a fitness center and an e-sports or theater area, plus parking, and the developers hope to start work in April or May, followed by about 24 months of construction. The buildings were part of a cluster of more than 38 vacant and neglected properties the city acquired to spur redevelopment. "It's time for our city to take control of our own destiny and work with partners who are ready to bring new life back to Main Street," the developers said at...
